Critical Components in Financial Empowerment: An Annotated Guide s Asset Development Incorporating Savings with Financial Planning Assets for Independence (AFI) Building Wealth Earned Income Tax Credit CASH Campaigns: Creating Assets, Savings and Hope Asset development is an important part of financial empowerment to help low-income families move beyond meeting basic living expenses through efforts to move toward economic security.  The Basic Economic Security Tables Index is a source of localized data that reflects what it takes to meet basic living expenses with additional amounts for savings factored in to promote economic security and asset building.  The Assets for Independence Program provides grants for Individual Development Account programs featuring matched savings, which may be used toward three allowable assets: purchase a first home; capitalize or expand a business; or fund post-secondary education or training.  Building Wealth is an interactive online tool to assist with financial goal setting and planning, while the Four Directions of Financial Security is a curriculum that can be used with families involved with asset building. The Earned Income Tax Credit (EITC) provides a significant boost in income benefitting millions of low-income workers.  EITC resources from the Center for Budget and Policy Priorities and the Internal Revenue Service are featured, along with examples of Volunteer Income Tax Assistance (VITA) Programs in several states. Critical Components in Financial Empowerment: An Annotated Guide s Integrating Financial Services into Social Service Programs IMPACT Community Action (OH) IMPACT was one of 11 organizations participating in CFED’s Learning Cluster on Integrating Financial Capability in Social Service Delivery Programs.  In collaboration with several business partners, financial institutions, and state and local government agencies, IMPACT’s Financial Services Program provides one-on-one assistance with personal finance management, household budgeting, and financial planning.  The goal is to empower families and individuals to take control of their financial well-being and to set them on the road to financial freedom. Financial Capability Components Building Financial Capability: A Planning Guide for Integrated Services Prosperity Now (formerly CFED) s The agency provides Financial Services in various ways: Money SMART is a two-part financial literacy course that is included in the Workforce Development Employment Plus Program and is also offered to participants in the Re-Entry Program or those seeking Emergency Assistance with goal of helping them achieve self-sufficiency.  In FY2013, 406 adult customers completed Money Smart. A six to ten week Financial Literacy Experience (FLEX) Program is conducted in elementary schools using material from (a) Financial Fitness for Life, (b) Great Minds Think: A Kids Guide to Money (available in English and Spanish) from the Cleveland Federal Reserve, and (c) Nickels, Dimes and Dollars [1] (326 students completed in FY2013). Critical Components in Financial Empowerment: An Annotated Guide s Foundations for Financial Independence Human Resources Agency of New Britain (CT) HRA’s Foundations for Financial Independence services help people learn to save, invest, and decrease debt.  Services include Individuals Development Accounts (federal and state), Financial Literacy Education, and Volunteer Income Tax Assistance. Financial Literacy Education through FDIC Money Smart Workshops are available in English and Spanish, which teach financial education to those who want to learn how to manage money.  HRA uses the COACH model (Competency, Outcomes, Action, CHecking) [1] as the coaching structure to engage clients.  Problems resolved have included avoiding foreclosure, coming out of bankruptcy, avoiding or restructuring debt, building and restoring credit, opening bank accounts, and buying life insurance. Individual Development Accounts are matched savings programs that help low-moderate income people learn how to manage and save money to purchase specific assets.  Completion of 12 hours of FDIC Money Smart workshops is required. Two IDA programs are offered: Assets for Independence – Federal IDA Accounts Participants received $8 for every $1 saved for college education, job training, first home purchase, or starting a business when enrolled in the Build Your Own Scholarship program. Connecticut IDA Initiative – State IDA Accounts Participants receive $2 for every $1 saved for a degree or job training, first home purchase, starting a business, child’s education (529 plan), deposit on a rental apartment, or a car if needed for employment. Critical Components in Financial Empowerment: An Annotated Guide s Financial Opportunity Center Community Action Duluth (MN) The mission of Community Action Duluth is to empower and engage our community to eliminate poverty, and create prosperity and equity in the lives of the people we serve.  This reflects a shift that occurred more than ten years ago from addressing the effects of poverty, such as homelessness and hunger, to helping individuals and families permanently move out of poverty.  Efforts are focused on strengthening economic security through financial stability, employment opportunities, civic involvement and meaningful social connections.[1] To further advance its mission, the agency became a Financial Opportunity Center in 2011 through funding from Duluth LISC: Our envisioning of the Financial Opportunity Center as a transformational framework for enhancing agency programs and not just a standalone program has helped solidify staff, unify our agency message and provide better services to all clients.  This means that all employment and financial staff who work within different programs and who are funded under different funding streams plus the one central coordinator of services are united under the same framework to achieve collective impact. Striving for Excellence: An Annotated Resource Guide for CAA Boards Leadership Purpose of a Community Action Agency s Overview The Community Services Block Grant legislation requires that grantees administer their programs through a tripartite board.  In a private organization this body is the governing board; an elected body which receives the grant must create an “advisory committee” to oversee the program and make recommendations.  In either case, the law requires that the tripartite board “fully participates in the development, planning, implementation, and evaluation of the program to serve low-income communities.” Authority and Guidance Community Services Block Grant (CSBG) Act, PL 105-285, Community Opportunities, Accountability, and Training and Educations Services Act of 1998 Current Federal legislation governing Community Action Agencies (esp. see pp. 28-55).  The CSBG was most recently authorized in October, 1998.  CSBG is defined in Title II of the Act.  The legislation defines the purpose and goals of the program and provides guidelines for states’ administration and distribution of the funds, and for entities carrying out the program at the local level. Authority and Guidance Management expert Peter Drucker once said, “All nonprofit organizations share the same mission – to change lives.”  The Community Action Partnership adopted this mission statement: “Helping People. Changing Lives.” Community Services Block Grant Information Memorandum 82 – Tripartite Boards From Question 4 (emphasis added) – What does “fully participate in the development, planning, implementation, and evaluation of the program” mean? As the designated anti-poverty-agencies within their community, both public and private eligible entities are required to conduct periodic needs assessments of the causes and conditions of poverty within their service area and to decide what role, or mission, the agency will assume relative to other community organizations and resources, in addressing those needs. Clarifying Agency Mission — The way each community action agency perceives its role, or mission, is central to what they do and how they assess their effectiveness. Tripartite boards, if correctly constituted, provide an agency with a broadly-based, in-house, panel of “experts” on most aspects of community need, resources, and opportunities. Their expertise should help inform agency leadership and staff concerning the role(s) community action should and could play to reduce poverty vis-à-vis other public and private programs and initiatives. Mastering Community Action Financial Management and Administrative Governance Budgeting Revising the Budget s G. REVISING THE BUDGET A budget is a plan based on the information available at the time. As the year progresses and new information becomes available, a CAA may realize the need to revise its budget. If there is a change from the original budget which will significantly impact the organization, the budget should be revised as soon as that change is known. Otherwise, at a minimum, the organization should evaluate at mid-year whether enough changes have occurred to warrant a formal revision. Preparing the budget revision is like a scaled-down version of preparing the original budget. Most of the same steps need to be taken, but to a lesser degree. Year to date variances should be closely examined to determine whether there are timing issues, performance issues, or if amounts need to be adjusted The budget revision should include the original budget amounts, the proposed revised amounts, and a narrative explanation of why the changes are needed. Revisions to the budget must be evaluated and approved by the board of directors. In most cases they must also be approved by the funding source. The terms of that requirement will be spelled out in the CAA’s contract or grant award. This section describes obsolescence factors a CAA must consider to ensure timely, accurate processing, reporting and protection of financial information. Technology Literacy Benchmarks for Nonprofit Organizations – NPower and the Benton Foundation C. OBSOLESCENCE Software Updates Accounting System-Accounting Software Compatibility Performance Evaluation Hardware to Software Compatibility 1. Software Updates Accounting software must be regularly updated to accommodate changes in accounting rules and employment taxes and regulations; and to fix bugs or improve performance. Some updates are provided to licensees at no charge, but major updates or revisions may require users to purchase a new version of the software. CAAs must be aware of software updates and, in most cases, should purchase updated versions of the software when they become available. This ensures the organization has the most up to date processing and reporting capabilities, and access to support and maintenance services. If a new version of the accounting software has changes to functionality which do not support the CAA’s needs, or if the cost of the new software is prohibitive, the CAA must consider whether it is time to evaluate different accounting software packages. 2. Some information contained in accounting records is confidential (employee Social Security numbers and other payroll information, for example).  A CAA must take the necessary steps and precautions to protect and preserve its financial data. This section describes considerations for isolating, backing up and retaining financial information. Sample Information Technology Security Practices – Texas Department of Housing and Community Affairs B. DATA SECURITY Data Isolation Data Back-Up and Retention 1. Data Isolation a. Dedicated hardware If feasible, accounting software and other financial information should be stored on a dedicated server, separate from all other agency software and data files. The server should be in a secure, climate-controlled location, be password protected, and backed-up on a regular schedule (daily is usually appropriate). b. Firewalls and data encryption Depending on the types of data stored and transferred, network configuration, and internet connections, security tools such as firewalls and data encryption may be required to protect against unauthorized access and misuse of information. CAAs should consult with a qualified technology resource to determine which tools and configurations are appropriate based on the needs of the organization. A firewall is a device that filters information coming in and going out of a network, and grants or denies access according to predefined settings. Nowadays “the books” are electronic files that contain, classify, allocate, and archive the whole range of financial activity. Savvy financial directors must be nearly as conversant with networks, security protocols, firewalls, servers and clouds and software modules as they are with debits and credits, payables and receivables, check registers and inventory cards. This unit explores issues of importance in creating and maintaining an effective electronic accounting system. A. ACCOUNTING SOFTWARE Selection Implementation Accounting software is a useful tool for quickly and accurately processing transactions, printing checks and printing financial statements. More important, effective accounting software is critical for tracking and reporting the organization’s financial position and performance in compliance with its external and internal requirements. This section describes the process of identifying the organization’s accounting software requirements and needs, evaluating and selecting solutions, and implementing a new system. 1. Selection As a nonprofit organization evolves, its needs for accounting software will change. What worked well for a $2M budget and 20 employees may not be effective when the organization grows to $5M and 50 employees. Changes in the number and type of programs and funding sources also may trigger a need to change accounting software. Review and Approval a. Work plans/proposals/applications Work plans for new and existing grants and contracts represent a commitment of the organization’s resources. The board should review and approve all work plans and funding proposals to ensure they 1) are aligned with the mission and strategic goals, and 2) will have a positive impact on the organization (financial and performance results). b. Budgets As described in Unit 4, the board must be directly engaged in development, revisions and approvals of budgets. The whole board needs to understand the assumptions and priorities that shaped the fiscal year agency-wide budget. The Program Committee(s) must understand the priorities and limitations of each program and ensure they are incorporated into annual budget proposals.
