The Community Action Partnership of Kern (CAPK) is soliciting proposals from qualified consultants or firms specialized in Community Development Corporation (CDC) or Community Development Financial Institute (CDFI) with experience in conducting a needs assessment to determine the current market for these types of community and economic programs aimed towards historically low‐income, underserved neighborhoods that have experienced a significant lack of investment to improve neighborhood conditions.
In addition, the request for proposal will require a feasibility study to access the Agency’s readiness for the formation of a CDC and/or CDFI. This includes developing the framework needed to successfully build a program in Kern County, California operated by CAPK. The intent of the assessment is to gain an understanding of the local market and how resources are allocated, including the needs and/or demands of the area and residents, types of products, and services that are most impactful. Additionally, our goal is to bring community equity to Kern County.
