2019 MCAP Legislative Day, February 19, 2019 in Annapolis

2019 Legislative Priorities

  • Inclusion in Maryland FY20 Operating Budget ($950,000 requested in FY20 budget)
  • Strengthening the Community Action Network (funding for 2Gen and workforce development)
  • Improving Access to Early Education and Childcare (expansion of Head Start and other early childhood education programs and childcare subsidies.)
  • Reducing barriers for vulnerable populations through the continuance of Non-Emergency Medical Transportation
  • Increasing Affordable Housing (earned income tax credits, the establishment of Affordable Housing Coalitions, and funding to assist with down payments and housing counseling and support services)

Spotlight on Community Action Agencies

  • New Executive Director: Scott Yard, Human Services Programs (HSP) of Carroll County
  • New Chief Executive Officer: Dr. Charlestine R. Fairley, Anne Arundel County Community Action Agency
